Arguably Opa is not a hookah bar, but I've certainly seen a lot of apple tobacco packed and smoked there lately in the late hours. But you'll also find dedicated establishments in the strip mall at Franklin & Curtis (far east end), and at Overland & Curtis, dangerously close to Erotic City and Charlie Browns but also adjacent to the most excellent new Kabul Market, an ethnic market specializing in products from a lower Asian region I'll describe as Iran and The Stans, and perhaps the city's only source for Halal meats.
